The chainrings are a direct replacement for the 5800 chainset, and so will be compatible.

- Will this work a Tiagra 4700 crank ? If not can you please advise as to what chainring will fit the new Tiagra 4700. I have a 50 and would like to go 52 or 53.

Yes, these will be compatible with a 4700 chainset.
Please note, however that Shimano chainsets must have a maximum tooth difference of 16T between the 2 chainrings. Therefore if you increase the outer ring from 50T to 52T, you will also need to increase the inner ring from 34T to 36T.
