Exellentlightweight, strong and beautiful.
I use every day a rear bag (Ortlieb City) and after 1000 miles it seems unused.
I've installed a back-light because it is sold without it.

I have checked the stock for you, and at present (24.5.16) the silver racks have the adaptor supplied, the black colour does not.

- Can this rack be fitted to a frame without pannier mount? i.e. Can it be fitted to a quick release or is there an extra adaptor for this? I know there are seatstay mounts for frames without mounts on the seat stay but I'm wondering how it fits to the quick release? thanks!

This rack is designed for mounting directly to seat stay bosses. It could potentially be adapted using p-clips, if your frame does not have bosses fitted.

Looking at the bag and rack together I would say the Tortec Epic looks a little too narrow.
My recommendation would be to go for something link the Tortec Transalp instead.
